LAWMAKERS APPROVE NOMINEES, CZM PERMITS, REZONINGS, AND FISCAL YEAR 2025 BUDGET IN LEGISLATIVE SESSION

ST. THOMAS – The 35th Legislature of the Virgin Islands, led by Senate President Novelle E. Francis, Jr. convened in regular legislative session at the Earle B. Ottley Legislative Hall. Lawmakers approved various nominees, coastal zone management permit and rezonings, and Fiscal Year 2025 Budget Bills. Senator Francis commended lawmakers, stating that it took teamwork and hard work to be able to pass a budget. Senators passed a total of thirty-seven budget bills.

The following nominees were approved:

  • Gordon C. Rhea, Esq. to serve as the Attorney General of the Virgin Islands
  • Vance E. Pinney to serve on the Virgin Islands Coastal Zone Management Commission, District of St. Thomas
  • Calford S. Martin to serve on the Virgin Islands Coastal Zone Management Commission, District of St. Thomas
  • Calford S. Martin to serve on the Virgin Islands Housing Finance Authority Board of Directors, District of St. Thomas
  • Julian Penn to serve on the Virgin Islands Taxicab Commission, District of St. Thomas

The following Coastal Zone Management Permits and rezonings were approved:

  • Bill No. 35-0280, An Act ratifying Minor Coastal Zone Permit No. CZX-21-22 (W) issued to Teague Paradise, LLC for the redesign and size reduction of an existing 338 sq. ft. dock, to a 268 sq. ft. dock seaward of Plot 20, Teague Bay, Christiansted, St. Croix, Virgin Islands, Virgin Islands. The measure was proposed by Senator Novelle E. Francis Jr. by Request of the Governor.
  • Bill No. 35-0302,  An Act amending Official Zoning Map No. SCZ-11 for the island of St. Croix to rezone Plot No. 8-E Estate Mount Pleasant, Prince Quarter, St. Croix, Virgin Islands, from R2 (Residential-Low Density-One and Two Family) to B-3 (Business-Scattered), and Remainder Plot No. 8 Estate Mount Pleasant, Prince Quarter, St. Croix, Virgin Islands, from R-2 (Residential-Low Density-One and Two Family) to R-3 (Residential-Medium Density). The measure was proposed by Senator Novelle E. Francis Jr. by Request of the Governor.
  • Bill No. 35-0309, An Act amending Official Zoning Map No. SJZ-1 for the island of St. John, Virgin Islands, to rezone Parcel No. 25 Remainder Estate Susannaberg, No. 17A Cruz Bay Quarter, St. John, Virgin Islands, from R-1 (Residential-Low Density) to R-3 (Residential-Medium Density). The measure was proposed by Senator Novelle E. Francis Jr. by Request of the Governor.
  • Bill No. 35-0321, An Act amending the Official Zoning Map No. SCZ-11 for the island of St. Croix to change the zoning designation of Plot No. 1068 Estate Williams Delight, Prince Quarter, St. Croix, Virgin Islands, from R-2 (Residential-Low Density-One and Two Family) to R-3 (Residential-Medium Density). The measure was proposed by Senator Novelle E. Francis Jr. by Request of the Governor.
  • Bill No. 35-0322, An Act amending Official Zoning Map No. SCZ-18 for the island of St. Croix to rezone Plots No. 36, 37, 38 and 42 Strand Street, Town of Frederiksted, St. Croix, Virgin Islands, from W-1 (Waterfront-Pleasure) to B-1 (Business-Central Business District).   • Bill No. 35-0324, An Act amending Official Zoning Map No. STZ-7 to rezone Plot No. 4 Estate Charlotte Amalie, New Quarter, St. Thomas, Virgin Islands, from R-2 (Residential-Low-Density One and Two Family) to B-3 (Business-Scattered). The measure was proposed by Senator Novelle E. Francis Jr. by Request of the Governor.
  • Bill No. 35-0325, An Act amending Official Zoning Map No. STZ-9 to change the zoning designation of Parcel No. 19-1-2-8 Estate Smith Bay Nos. 1, 2, and 3 East End Quarter, St. Thomas, Virgin Islands from A-2 (Agriculture) to B-3 (Business-Scattered), with a use variance for agricultural use and water delivery service.  The measure was proposed by Senator Novelle E. Francis Jr. by Request of the Governor.
  • Bill No. 35-0327, An Act amending Official Zoning Map No. STZ-7, St. Thomas, Virgin Islands, rezoning Parcel No. 61-3 Estate Thomas, No. 6A New Quarter, St. Thomas from R-5 (Residential-High Density) to B-2 (Business-Secondary/Neighborhood). The measure was proposed by Senator Novelle E. Francis Jr. by Request of the Governor.
  • Bill No. 35-0372, An Act granting a zoning use variance from the I-2 (Light Industry) zoning designation for Plot No. 8 Estate Cassava Garden, Queen Quarter, St. Croix. The measure was proposed by Senator Novelle E. Francis Jr. by Request of the Governor.

  • Bill No. 35-0087, An Act amending title 33 Virgin Islands Code, chapter 111 to add section 3038a to establish in the Treasury of the Virgin Islands a special fund designated as the Veterans Mainland Travel Revolving Fund and appropriating $250,000 for reimbursement for veterans’ airfare to travel outside of the VA Caribbean Healthcare Network for necessary medical care. The measure was proposed by Senators Dwayne M. DeGraff and Donna A. Frett-Gregory.
  • Bill No. 35-0272, An Act amending title 20 Virgin Islands Code, part II, chapter 38, section 425(a) relating to an increase in the motor vehicle rental surcharge, and title 33 Virgin Islands Code, chapter 111, section 3002 relating to increased funding in the District Public Road Fund. The measure was proposed by Senator Angel L. Bolques, Jr.
  • Bill No. 35-0303, An Act approving the Government of the Virgin Islands’ conveyance of Plot No. 25B Hill Street, Company Quarter, Christiansted, St. Croix, Virgin Islands to the Virgin Islands Housing Finance Authority. The measure was proposed by Senator Novelle E. Francis Jr., by request of the Governor.
  • Bill No. 35-0339, An Act approving the First Renewal Agreement between the Government of the Virgin Islands and Cigna Life Insurance Company for Group Medical Health Insurance; the First Renewal Agreement between the Government of the Virgin Islands and Cigna Health and Life Insurance Company for Group Dental Insurance; and the First Amendment to the Agreement for Group Medical Health Insurance between the Government of the Virgin Islands and United Healthcare Insurance Company.
