ST. THOMAS, USVI — The Committee on Rules and Judiciary, chaired by Senator Carla J. Joseph, convened at the Capitol Building to consider gubernatorial nominations and legislative measures. Among the nominees was Vincent L. Roberts for Commissioner of the Department of Sports, Parks, and Recreation (DSPR). Senators voted in the affirmative for three executive appointments and voted to hold two bills in committee. All approved items on the agenda will be forwarded to the Full Body for further consideration.

Senator Joseph acknowledged the nominees as a well-rounded group representing public service, private-sector experience, and community involvement. She highlighted Roberts’ institutional knowledge and his strategic focus on transparency, infrastructure, and community engagement, expressing confidence in their ability to serve the Virgin Islands effectively.

Vincent L. Roberts brings over 18 years of public service and 15 years of private-sector experience. As Assistant Commissioner since 2019, he has led disaster recovery initiatives, managed public facilities, and overseen recreational programming. A lifelong coach and community advocate, Roberts emphasized inclusive, sustainable programs and improved facility access. He testified that he plans to implement a Capital Improvement Plan centered on safety, ADA compliance, and beautification, along with constructing gymnasiums in both districts. He also aims to boost sports tourism, enhance public safety at recreational sites, and increase revenue through revised rental fees and sponsorships. His vision includes expanded workforce training, improved staff morale, and stronger community outreach through town halls, marketing, and a redesigned website. In response to Senator Joseph’s inquiry about the department’s future, Roberts shared his goal for DSPR to become a recognized leader in health, wellness, and community engagement, emphasizing the need to elevate the department’s public profile and impact.

Erwin Raphael, nominee to the Board of Directors of the UVI Research and Technology Park (RTPark), outlined a strategic vision focused on clarifying RTPark’s mission, attracting values-aligned businesses, launching a local incubator for Virgin Islands entrepreneurs, and deepening partnerships with the University of the Virgin Islands. With extensive board experience and a background in innovation, mentorship, and economic development, Raphael aims to position RTPark as a global model for inclusive, sustainable growth that benefits the Territory’s people and future generations.

Chantelle Greene Quiñones, nominee to the Virgin Islands Historic Preservation Commission, brings a strong background in education, communications, and community engagement. A lifelong resident of Frederiksted with deep ties to the historic district, Quiñones has worked in both public and private sectors, including her current role at the Department of Planning and Natural Resources. She is committed to supporting progressive changes in historic districts while preserving cultural and architectural heritage. If confirmed, she plans to enhance public awareness, assist property owners, and contribute to thoughtful, community-centered preservation efforts.

Lawmakers voted to hold in committee Bill No. 36-0077, sponsored by Senator Kenneth L. Gittens, which seeks to amend Title 3 of the Virgin Islands Code to establish the Virgin Islands Commission on Ethics and Conflicts of Interest. While Assistant Attorney General Jeremy Weddle supported the Commission’s creation, he raised concerns about vague provisions requiring the Department of Justice to provide broad, undefined support. He also noted unclear staffing requirements. Cindy L. Richardson, Director of the Division of Personnel, echoed concerns over overlapping authority, undefined procedures, and the lack of a clearly articulated mission. Senator Carla Joseph further noted the absence of due process protections and appeal mechanisms within the proposed legislation.

Similarly, lawmakers voted to hold in committee Bill No. 36-0039, an act amending Title 33 of the Virgin Islands Code, Chapter 4, to increase the costs associated with bringing containers or flat rack containers into the Virgin Islands. The bill is sponsored by Senator Angel L. Bolques Jr.
