From his humble beginnings on Tortola, BVI, to becoming President of the 36th Legislature, Milton E. Potter’s journey embodies the American Dream in the U.S. Virgin Islands. Raised on St. Thomas with seven siblings, Milton learned early from his parents—Margaret, a salesclerk, and Cecil, a Port Authority firefighter—that education, family, and reputation were the cornerstones of success.

After earning degrees in Criminal Justice and School Psychology from Florida A&M University, Milton began his career as a counselor, first at Florida State University and later serving Virgin Islands youth through the University of the Virgin Islands’ Upward Bound Program. Additionally, he taught conflict resolution skills, via a unique prison diversion initiative, at the Family Resource Center. His path took a decisive turn in the early 2000s when he earned his Senior Certified Professional credentials from the Society of Human Resources Management.

Milton’s Human Resources (HR) career culminated in two pivotal leadership roles: HR Director at the Virgin Islands Port Authority and Director of Personnel for the Virgin Islands Government. In the latter position, he managed a $43 million budget and revolutionized government recruitment through the implementation of NEOGOV.

Now serving his third legislative term, Milton has distinguished himself as an effective leader, chairing crucial committees and authoring significant legislation. Beyond his political duties, he serves on the St. Thomas Federal Credit Union Board of Directors, helping guide this $85 million homegrown financial institution.
Despite his professional achievements, Milton considers his greatest success to be his 25-year marriage to the dynamic Paulette Venzen and raising their two sons, Dakarai and Jayvyn. When not serving his community, Milton enjoys exploring the world with his family through travel, but is adamant that there is no place as beautiful, warm and embracing as the place he has dedicated his life to serving, the US Virgin Islands and its people.
