Frederick pursued higher education with steadfast determination, earning a Bachelor’s Degree in Accounting and Finance from the Florida A&M University and a Master’s Degree in Planning and Economic Development from Georgia State University. With his service in the U.S. Navy Reserve, Hubert L. Frederick began his professional journey established on discipline, integrity, and duty. Following his time in the U.S. Navy Reserve, Hubert L. Frederick embarked on a career in auditing, where he held positions as Auditor at the State of Georgia Department of Audits, HSBC and Marine Midland Bank. He continued to amass his experience in the financial auditing sector at Textron Financial, Horace Mann, and Finova Capital Corporation before rising through the ranks to serve as Senior Auditor at Deutsche Bank, a role that sharpened his expertise in evaluating financial controls, ensuring regulatory compliance, and analyzing complex financial operations across diverse economic industries.
After gaining extensive professional experience across the financial and healthcare sectors, Hubert L. Frederick made the decision to return to his home island of St. Croix, driven by a purpose to bring his expertise back to his community and contribute to its economic growth. In 2004, he served as Deputy Commissioner for the Virgin Islands Department of Health, where he demonstrated exemplary leadership by overseeing healthcare operations that improved the quality and accessibility of care. His work in healthcare administration reflected his dedication to addressing the critical needs of his community, a pledge that continues to shape his vision for public service. Following his tenure in healthcare administration, Hubert L. Frederick transitioned to First Bank Virgin Islands as a Commercial Loan Officer. During his tenure, he focused on supporting local businesses, improving operational processes, and preserving trust within the financial sector to drive economic development in the U.S. Virgin Islands.
As a business owner for over 25 years, Hubert L. Frederick has achieved notable success as the Owner and CEO of Laundry Time and the Broker/Owner of Island Insurance Agency. Through these businesses, he has contributed to economic development by creating employment opportunities and driving local business growth. His ventures exemplify sustainable economic practices and reflect his dedication to strengthening the local economy.
Beyond his professional accomplishments, Hubert L. Frederick has consistently demonstrated a deep commitment to community development and service. As board treasurer of the Christiansted Federal Credit Union for many years, he ensured financial transparency and upheld ethical financial stewardship, strengthening trust within the organization. His co-founding of the St. Croix Track Club reflects his dedication to youth development, creating opportunities for young people to thrive through discipline, motivation, and athletic excellence. Additionally, Hubert L. Frederick’s service on the Advisory Board of the Small Business Development Center (SBDC) has enabled him to support local small businesses, offer practical guidance and resources, and drive economic opportunities.
