ST. THOMAS, VI – Members of the 36th Legislature of the Virgin Islands joined state lawmakers from across the nation at the National Conference of State Legislatures (NCSL) 2025 Legislative Summit in Boston, Massachusetts. The multi-day conference featured breakout sessions and policy discussions on key issues shaping the future of state governance, providing valuable insight and strategies to strengthen Legislation of the Virgin Islands.

On Day 1, lawmakers explored public safety workforce challenges and creative strategies to attract and retain employees in law enforcement and corrections. They participated in policy meetings on natural resources and energy, and attended sessions on women in leadership, cannabis regulation, and historic preservation.

Day 2 focused on innovation, youth support, and early learning. Delegates discussed how artificial intelligence is reshaping energy systems, contributed to national policy development in human services, and reviewed research confirming the long-term impact of afterschool programs, early education, and interventions to prevent youth crime.

Day 3 sessions highlighted health, housing, and technology. Lawmakers learned how states are integrating nutrition into healthcare, discussed approaches to housing affordability, explored the childcare crisis, and received updates on license plate technology and emerging federal tech policy.

“One of the things that makes the NCSL conference so invaluable is the opportunity to collaborate with lawmakers from across the country. We recognize that the issues in the territory are not unique to us, but we have an opportunity to gain insight from other states on how they are combatting them.” said Senate President Milton E.
