Senate President Novelle E. Francis, Jr. today offered his deepest condolences to the family,
friends and former colleagues of former Senator and Virgin Islands Police Commissioner Milton
A. “Bull” Frett on behalf of the members of the 35th Legislature.

“Mr. Frett will be remembered not only for his service in the Fourteenth and Fifteenth Legislatures,
but also for his decades of public service in law enforcement,” Francis stated. “Milton Frett was a
transformational leader of the Virgin Islands Police Department. Through his initiative, new
policies, rules and regulations were established. He also created new divisions in the Department
to best meet and serve the needs of the community.”

“Whether you knew him from his time as a senator, police commissioner or business owner, Milton
“Bull” Frett will be remembered for his love of our community and legacy of service to the people
of the Virgin Islands,” Francis concluded. “May he rest in peace.”
